A best PDF editor has to change text without exploding the layout, fill a form that was not built for computers, combine and reorder pages, and redact so the hidden text is actually gone. Highlighting is not editing.

How we tested these PDF editors
Last tested September 2026 on a 14-inch MacBook Pro, an iPad, and a Windows 11 laptop. I used a 14-page contractor agreement, a government-style fillable form, a 40-page scanned packet, and a slide deck someone had exported badly from PowerPoint.
PDF Expert was the one I finished the contract in. Acrobat's redaction and accessibility check were the only tools that felt serious on the scanned packet. Foxit on Windows did the form and the page reorder without making me install Creative Cloud. Preview failed the form in the first five minutes, which is the result I expected and still timed.
I did not test Adobe's volume licensing, Foxit's enterprise admin console, or PDF/A archival workflows for a records department. Prices move with promotions. Check the current subscription before you put a card down.
